Dr. Rickey J. Shyne joined the staff of the National Aeronautics and Space Administration' Glenn Research Center at Lewis Field, Cleveland, Ohio in February 1984. Dr. Shyne was appointed to the Senior Executive Service in August 2005. In February 2007, he was appointed to acting Director of the Facilities and Test Directorate where he is responsible for managing NASA Glenn’s institutional infrastructure and Lewis Field campus test facility assets with a staff of approximately 300 civil servant
engineers, architects, technicians, administrative personnel and 300 support service contractors. His directorate manages $140 million institutional facilities budget and over $2 billion dollars in test facility and real property assets.
Prior to his most recent appointment, he was the Deputy Director of Engineering and Technical Services Directorate, Deputy Director of the Safety and Mission Assurance Directorate and was Nozzle Branch Chief in the Research and Technology Directorate. Additionally, he has extensive research experience performing computational and experimental modeling of compressor, turbine and exhaust nozzle components for subsonic, supersonic and hypersonic propulsion systems. He has also served on numerous NASA and government advisory committees.
Dr. Shyne was selected in June 2000 to participate in the NASA wide Senior Executive Service Candidate Development Program and received certification in March 2002. A native of Dayton, Ohio, Dr. Shyne received his Bachelor of Science degree from Tennessee State University, Nashville, Tennessee and a Masters of Science degree from the University of Toledo, Toledo, Ohio both in mechanical engineering. Additionally, he received the Doctor of Philosophy degree in engineering science with a concentration in fluid/thermal sciences from the University of Toledo. He has also completed the prestigious Harvard University John F. Kennedy School of Government Senior Executive Fellows Executive Management Program in Public Policy, the Aspen Institute Executive Management Program and the Pennsylvania StateUniversity Engineer/Scientist as a Manager Executive Development Program.
Dr. Shyne, a registered professional engineer in the State of Ohio was selected to Outstanding Young Men of America and inducted as a charter member of the Tennessee State University, Alpha Delta chapter of the Pi Tau Sigma Mechanical Engineering Honor Fraternity. He has also been recognized by Who’s Who in Science and Engineering and was one of fifty African American scientists selected nationally in 1999 for the Chicago Museum of Science and Industry’s Black Achievers in Science exhibit. He received the NASA Exceptional Service Medal for Leadership in 2003, received the National Technical Association 2003 Engineer of the Year and the 2003 Technical Achiever of the Year awards and the 2006 NASA Glenn ACES Mentor of the Year award. He was also selected as an ABET evaluator by the American Society of Mechanical Engineers. Dr. Shyne has authored or co-authored sixteen technical publications and three peer reviewed international journal articles in the fields of aerodynamics/fluid dynamics and is a co-author of the National Technical Association' book, Careers in Science and Technology.
